Telangana Govt To Revamp HR Management Amid Administrative Gaps

In a significant administrative shift, the Congress government, after appointing IAS officer K Shashanka as commissioner for state flagship projects, is now turning its focus towards human resource management. Telangana's Chief Minister A Revanth Reddy has announced plans to establish a dedicated HR wing, led by a special officer or commissioner, akin to HR departments in the private sector.

During a recent media interaction, the CM revealed the startling lack of an electronic database for the state’s 3.5 lakh government employees, particularly senior officials across departments. This revelation came to light during the transfer exercise of approximately 70 additional collectors and revenue divisional officers. "The government recognized the need for a comprehensive HR management system after realizing the administrative inefficiencies during the officer transfer process," Reddy explained.

Media reports indicate that the absence of a centralised database has led to manipulation, with some employees avoiding transfers and remaining in the same posts for extended periods. The registration department recently had to reshuffle sub-registrars after discovering that some officers, despite long tenures, managed to evade transfers.

To address these administrative gaps, nearly two dozen circulating officers, including additional secretaries and deputy secretaries, were transferred in the state secretariat this week. The government aims to rectify these inefficiencies by creating a robust HR management structure to streamline officer postings and ensure accountability.
