CG Updates LTC Rules For Employees: Who's Eligible & Who's Not

Leave Travel Concession is a concession scheme provided to government employees to visit their hometown or any destination in India during a block of four years

The Ministry of Personnel, Public Grievances, and Pensions, Department of Personnel and Training (DoPT), has recently revised the guidelines for Leave Travel Concession (LTC) for Central Government employees. Under these updated rules, only certain categories of Central Government employees are eligible for LTC benefits.

LTC, or Leave Travel Concession, is a travel concession scheme provided to government employees to visit their hometown or any destination in India during a block of four years. According to the revised scheme rules outlined in the Office Memorandum dated 30 April 2024, government employees have the flexibility to avail Home Town LTC twice within a two-year block or visit their hometown once every two years and travel to any other destination in India during the second block of two years. The scheme allows employees the option to explore various locations during their travel.

The following categories of government employees are eligible to avail LTC benefits:

1. Civilian Government servants working in Defense Services in connection with Civil Service matters.
2. Employees working under the state government who are on deputation with the Central Government.
3. Individuals hired on a contract basis by the government.
4. Employees who have been re-employed after retirement.

However, the following individuals are not eligible for LTC benefits:

1. Government employees not in full-time employment.
2. Individuals engaged in casual and daily employment.
3. Those receiving payment for incidental expenses.
4. Railway employees.
5. Members of the armed forces.
6. Locally recruited personnel in Indian missions abroad.
7. Individuals eligible for any other form of travel concession during leave or otherwise.
