Sumita Dawra, Secretary, Ministry of Labour and Employment, launched a two-day Capacity Building Programme focused on “Social Security Schemes, Labour Codes, and the BOCW-MIS Portal” at the VV Giri National Labour Institute (VVGNLI) in Noida, running from October 21-22, 2024. The event brought together 30 Welfare Commissioners, Deputy Welfare Commissioners, Assistant Welfare Commissioners, and Welfare Administrators from across India, aimed at enhancing their roles in safeguarding the interests of workers in unorganised sectors.
In her keynote address, Dawra underscored the vital role that Welfare Officers play in the welfare of unorganised workers. She stressed the importance of implementing welfare schemes using innovative strategies, while fostering cooperation with state, district, and local administrations. She also highlighted the need to administer labour laws in a way that encourages compliance and contributes to an investment-friendly environment, balancing employment generation with worker welfare.
The programme outlined key priorities for Welfare Commissioners, including:
Expanding the outreach of crucial welfare schemes like Pradhan Mantri Shram Yogi Maan-dhan Yojana (PMSYM), Pradhan Mantri Jan Arogya Yojana (PMJAY), Pradhan Mantri Awas Yojana (PMAY), PM-Jeevan Jyoti Bima Yojana (life insurance), and PM-Suraksha Bima Yojana (accidental insurance).
Strengthening the execution of labour reforms and the digital management of platforms like the e-Shram Portal and BOCW-MIS Portal.
Empowering officers with tools and resources for improved data management and efficient welfare scheme implementation.
Participants are expected to leave the programme with an enhanced understanding of welfare provisions, improved data-handling skills, and a better approach to monitoring and implementing social security schemes across the country.
